#Residency Permit

It is important to have the following in place, if you are planning on living in Turkey.

» Turkish Tax number or Yabanci Kimlik number (Foreigners Identity Number) - You will need to have this in order to do such things as; open a Turkish bank account, register utility bills in your own name, paying Turkish land/council taxes and applying for a Turkish driving license. A Turkish tax number can be obtained from your local Tax office (Vergi Dairesi)

» Turkish Residence permit - This is a permit granted to all foreign nationals, allowing them permission to reside in Turkey. This can be issued for up to 2 years (Short-Term Residence Permit), 3 years (Family Residence Permit), 5 years (Short-Term Permit for KKTC and foreign national investors) or *permanent (Long-Term Residence Permit).

Yes, if you are planning on living in Turkey permanently then you are required to

A residency permit is a permit granted to foreign nationals, allowing them to

• Original copy and photocopy of passport or passport substitute (the pages which are processed with the pages over which there are identity information and photo)
• four (4) photos (Biometric)
• Notification regarding sufficient and sustainable resources for the duration of their stay (Notified in the application form. Management may ask for supportive document.)

• Valid Health Insurance (one of following health insurances is enough) Over 65's & under 18 are exempt

• If name and surname have not been written separately in the passport, the foreigner is requested to submit a document showing his/her clear identity information to be taken from his/her own representative office.

• Administration may request certificate of birth for foreign minor in the process of application for residence permit.

• The foreigner shall be given the complementary information and documents required during the application and he/she are required to submit those documents max. in 30 days. Otherwise, the application shall be cancelled

• In cases where the person concerned is under the age of 18, a deed of consent which shall be given by his/her mother/father who lives abroad or by legal representative and also the recognizance which shall be given by natural or legal persons on condition that it is stated in the deed of consent are required to be submitted to the administration.

If the baby is a foreign national (neither the mother or father is a Turkish Citizen) and living in Turkey, then you have to apply for a residence permit.


Following rules apply regarding the residence permit applications of children born in Turkey:
-          Birth certificate entitles the child to stay in Turkey for six (6) months depending on the date of parent’s residence permit.
-          On condition that parent’s residence permit is less than six (6) months, child’s right to stay in Turkey depends on this date.
-          For children who have the right to stay due to the birth certificate, it is required to receive a residence permit appropriate for children’s situation within six months.
-          Birth certificate does not provide a right to exit from and visa-free entry into Turkey without residence permit.
Fined residence fee shall be received from children who stay in Turkey with birth certificate and have not applied for residence permit within envisaged period.

Turkish Residence Permit


DATA ENTRY
You can apply for an extension of your residence permit type stated on your residence permit.
Expiry date of the residence permit is the starting date of the extension period that could be selected.
Extension period that could be requested may vary according to the duration of the passport and selected residence permit type.
Photo must be taken within the last 6-month (frontal, clear face, in a way that the foreigner can be recognized easily) with a white background and as biometric. It is absolutely required to upload the photo into the system in the course of application.

PAYMENT OF THE FEES
The amount of fees to be paid shall be calculated automatically by the system by taking into account the issues such as bilateral agreements, residence permit expiry date, the requested extension period, nationality information and marital status with the Turkish citizens.
Please pay separately for the residence permit fee and residence permit document cost, and ask for duplicate receipt.
You can make the payments of the residence permit fee and residence permit cost to the local departments of finance, provincial fiscal offices, or to the banks which have an agreement with the Ministry of Finance.

How long does it take to receive a Turkish residence permit?

After you submit your application, your residence permit is issued within 90 days via the Turkish postal system to your address in Turkey.

If you have waited longer than this period and would like to know the status of your application, please contact your nearest migration office by following this link.

How to change an address on your Residency Permit


Please visit your local Nüfus Müdürlüğü (population office - this a government department, usually located within or nearby the Municipality - Belediyesi)
Speak to administration and inform them you would like to change your address. Once completed within there system, you will need to obtain a document as proof of the address change - 'adres değişikliği formu'

Now visit your local migration department (Göç İdaresi Müdürlüğü) and provide them with the change of address document.
You may also be required to complete additional paperwork.

*Required Documents - (please be prepared to show any of the following);
- Passport
- Residence permit
- Rental contract or Tapu of new property

Note: When you move to a new address, please inform the authorities as soon as possible. The time allowed to complete an address change before a penalty is issued is 20 days.

Foreigners & International Protection Law No. 6458

If you hold a Short-Term or Family Residence Permit you may leave Turkey for any length of time. There are no Restrictions on your Permit.

Short-Term Residence Permit & Family Residence Permit

120 & 180 day Restrictions have been removed since 13TH AUGUST 2016 FOR ALL PERMIT HOLDERS.

Short-Term Residence Permit

Please note; prior to 13th AUGUST 2016 - If you have already spent more than 120 days a year outside of Turkey your residence permit will be cancelled. You must re-apply for a new permit.

Family Residence Permit

Please note; prior to 13th AUGUST 2016 - If you have already spent more than 180 days a year outside of Turkey your residence permit will be cancelled. You must re-apply for a new permit.

UPDATE SUMMARY - 27th Sept. 2016
:- According to new information received from the Migration department the 120 + 180 day restrictions have been removed from all Short-Term & Family Residence Permit holders, regardless of your 'Valid from date' of you card. HOWEVER If you have already spent your limit abroad prior to 13th August your permit is cancelled and you must re-apply for a new Residence Permit.

Spending large amounts of time abroad and having breaks in your residency will also effect you later if you wanted to apply for 'Permanent Residency.'

The main criteria for the long term permit are;

To have a consistent income
This can be proven by various ways depending on where the income is coming from.
For example; Retirement pension from another country or
Having a business in Turkey - it is possible to present your income with previous years tax records etc.

If the foreigner is on the dependent status of a residence permit holder in Turkey who has a consistent income, it is also possible to process it. For example: The husband has an income and the wife applies for the long term permit.

Minimum Income Amount
The income shall be a minimum of 500 USD per month.

Full Health Insurance
Full health insurance is a requirement. (Same requirements as the short term (1 year) residence permit)



To not commit a crime within the last three years
This should be proven by obtaining documentation from the Turkish Court.
(a record of previous convictions)

To have stayed in Turkey for 8 years
The main part of the application process is to make sure the applicant proves the consistent income and consistent 8 years of stay. (please see below conditions)

How long does the application take?
Up to 90 Days. Once all documents are ready and given to the local police, the 90 days period starts.

If you stay outside of Turkey exceeding a total of six months within one year or a total of one year within the last five years for reasons other than compulsory public service, education or health shall be considered interruption of residence. In cases where there is an interruption of residence, the previous residence durations shall not count towards a residence permit application or changing to another residence permit.

Conditions for an 8 year residence permit

• You must have resided in Turkey (with a residence permit) uninterruptedly for at least eight years.
• You must not have benefited from any kind of social assistance from the State for the past three years.
• You must possess sufficient and regular resources to maintain himself/herself.
• You must have valid medical insurance.
• You must not constitute a threat to public order or security.

Successful applicants who are granted a long term residence permit shall benefit from the same rights as a Turkish citizen with the exception of provisions in special legislation as well as the rights regarding:

You will be Exempt from:-
a) Compulsory military service

b) The right to elect and be elected,
c) Employment in public institutions
d) Exemption from taxes in importing vehicles


Please note: Your long term residency permit may be cancelled if you stay outside  of Turkey uninterruptedly for more than 12 months with the exception of  1) health 2) study.

COMMON EXPLANATIONS Provided by Turkish Immigration Dept.

Studentship documents will be obtained from institution where education is received and e-signed/signed and stamped/sealed.

If you cannot graduate within the regular education period, a residence permit of maximum 1 year at a time can be issued for each year for which you submit a student certificate which shows that you are repeated and entitled actively to benefit from the rights of being a student.

You cannot apply for student residence permit if you are only enrolled in Turkish learning program but not enrolled in associate degree/bachelor's degree/master degree/doctor's degree program in any university. You must apply for short-term residence permit.

You cannot apply for student residence permit if you are enrolled in open education program. You must apply for any other type of residence permit for which you are entitled to apply.

You cannot apply for student residence permit if you come to the universities as special student, guest student and within the frame of a research program. You must apply for any other type of residence permit for which you are entitled to apply.

During your residence permit duration; (1) if you continue your education in a different faculty/department of same university or (2) if you transfer to a different university within the same city, inform provincial directorate of migration management at least within 20 business days for updating your data provided that your student status continues without interruption during such actions.

If university, faculty or department transfers are made between cities, it is required to apply for residence permit within 10 days to provincial directorate of migration management in the city where new university is located. All of your transactions are concluded by provincial directorate of migration management in the city where new university is located.

If you are staying in a rental house with a rental agreement, you must attach a notary public approved copy of your rental agreement to the application documents.

If you are staying at the places like hotel, motel you must attach the documents showing your stay in these places to the application documents. If you are staying in dormitory, you must attach e-signed/signed and stamped/sealed document which shows that you are staying in dormitory to your application.

If the foreigner is going to stay in a 3rd person's residence (other than relatives), notary public undertaking of the host (and notary public undertaking of the spouse if the host is married) is required. Lodging for employing purposes, house care services are considered as unpermitted working, and administrative pecuniary penalties are applied both to foreigner and employer and deportation processes are initiated for the foreigner with all travel and other expenses payable by the employer.

If mother and father cannot be determined from passports or passport substitute documents or national identity cards, a birth certificate is requested for children. Approved parental consent declaration is requested in case of absence of either mother or father (in case of death other spouse must present death certificate). Approved guardianship document for the child is required in case of divorce. If these documents are obtained from Turkish authorities they must be e-signed/signed, stamped/sealed, if obtained from abroad, they must be apostilled and have notary public approved Turkish translation. If the applicant is a citizen of a state that is not a signatory to Apostille Convention, said documents must be approved by the relevant state's authorities (consulate approval and by Ministry of Foreign Affairs or Competent Turkish Authorities authorized therefor).

If the foreigner is under eighteen years old; an undertaking to be granted by real and legal persons in Turkey is required provided that such undertaking is specified in the letter of parental consent to be given by his/her mother and father been in abroad or by legal representative.

Marriage certificate or approved photocopy of the document (pages containing information, first 3 pages in general) which evidences marriage is required. If obtained from Turkish authorities (can be obtained also from Provincial/District Registry Offices) they must be e-signed/signed, stamped/sealed, if obtained from abroad, they must be apostilled and have notary public approved Turkish translation. If the applicant is a citizen of a state that is not a signatory to Apostille Convention, said document must be approved by the relevant state's authorities (consulate approval and by Ministry of Foreign Affairs or Competent Turkish Authorities authorized therefor).

For extension applications, (when no interview is required) attach only notary public approved photocopies of passport or passport substitute documents (pages containing identity information and the page containing photo and processed pages). DO NOT SEND THE ORIGINAL OF THE PASSPORT!

You can pay your fees using virtual POS with a credit card through our system, to tax offices collecting non-regular taxes, pay desks of Ministry of Finance or contacted banks of Ministry of Finance by giving your application number.

You are required to attach the receipts of residence permit and document fees to the application documents. Request the payment receipts in two copies. One copy will remain with you and other will be attached to application documents. If payment is made using virtual POS with a credit card through our system, submission of payment receipt is not necessary.

For extension applications, attach only the payment receipts of residence permit and document fees to your application file! If payment is made using virtual POS with a credit card through our system, submission of payment receipt is not necessary.

(!) DO NOT PUT MONEY, CHEQUE OR OTHER PAYMENT INSTRUMENTS INTO YOUR APPLICATION FILE!!!

You must send extension applications via mail by PTT registered mail or courier service. Applications sent by ordinary mail will not be accepted!

The documents must be sent within 5 BUSINESS DAYS after application is made on the system. Applications which are not received by mail will not be evaluated. All required documents together with the receipts (one copies of the receipt will remain with you) must be sent to the provincial directorate of migration management to which application is made by PTT registered mail or courier service within a big A4 size envelope WITHIN 5 BUSINESS DAYS. All applications must be send separately by PTT registered mail or courier service. Application documents of more than one person sent within the same envelope will not be evaluated.

The applicant will be responsible for the consistency of declared information and the information contained in the documents sent by mail or for the problems (except problems relating mail/cargo) caused by non-evaluation of the application due to missing document.

First Applications and Applications for Transfer

GENERAL

A “Central Appointment System” has been developed for the applications of first residence permit as well as for changing residence permit types.

Through this system, first applications and applications for changing to long term residence permits, short term residence permits, family and student residence permits can be made.

Applications for humanitarian residence permits and the permits of victims of human trafficking must be made at Provincial Directorates of Migration Management.

APPLICATION PROCESS AND APPOINTMENT

First applications or applications for changing the type of residence permit (changing from short term residence permits to long term residence permits, from family residence permits to short term residence permits etc.) or applications to be made due to the fact that the purpose of stay has changed must be made, in any case, before the expiration of the visa or the residence permit.
In order to make the application, you have to fill out the residence permit application form completely. Please be sure that your document contents comply with your statements.

After the application form has been filled out, a residence permit application form that shows the application date, application time, application number as well as required documents is produced by the system. The foreigner is granted the right to legally reside in Turkey with this form until the appointment date. However, this document does not grant the foreigner the right to enter into and exit from the country.

During the application, it is necessary to upload the photo into the system.

You are required to apply to the Provincial Directorate of Migration Management in your province on the date and time stated in your appointment. Otherwise your application shall not be put into process.

Cancellation or updating of your appointment is out of question.

In the event that you possess the required conditions and the request is found appropriate, the period for your residence permit shall be initiated, as a rule, as of the date the visa or the residence permit period expires.

REQUIRED DOCUMENTS

The required documents shall vary depending on the residence permit or the reason of stay that you select. The administration may always ask for additional information and documents concerning your residence permit request. It is required to have a passport or a document substituting a passport which is 60 days longer than the requested residence permit period.

In the event that only the legal representative appears on appointment date, it is requested that this person submits documents that prove he/she is legal representative.

You can pay application fee and card fee to finance pay-office, fiscal directorates or banks approved by Ministry of Finance. Please pay application fee and card fee separately and ask for duplicate receipts.

MISSING DOCUMENT PROCESS

You shall be given the complementary information and documents required during the application and you are required to submit those documents max. in 30 days.

Pursuant to Article 97 of Law No: 6458, Directorate General of Migration Management or Provincial Directorate of Migration Management may request you to be present for the reasons which are as follows: emerging of examination need about your entry into and stay in Turkey, possibility of taking a removal decision against you, notification for the actions regarding the implementation of this Law. It is an obligation for you to respond to summons.

In case you do not respond to summons or there is a serious doubt of not-responding, you may be brought by the police force without being summoned.

COMMUNICATION

For confirmation and information, please notify a valid mobile phone number and an e-mail address you use. The notification that are sent to this number and e-mail address shall be deemed to be made to you.

Please check your e-mail box until your residence permit document reaches you (the notifications may drop into Junk E-Mail folder). Please ignore the e-mails sent to you regarding your residence permit actions except for the e-mails with “.......@goc.gov.tr” extension.

PREVIOUS APPOINTMENTS

The appointments given by foreigners’ department before 18th May 2015 are also required to be renewed over the system.

The date and number of the previous appointments are required to be registered in the system.

The previous appointment document, if available, is also required to be submitted on the appointment day.

GENERAL

Electronic extension (e-extension) for residence permits has been developed in order for the foreigners who already hold residence permits (short-term, student and family residence permits) to carry out extension procedures regarding residence permit electronically.

Applications for humanitarian residence permits and the permits of victims of human trafficking must be made at Provincial Directorates of Migration Management.

A foreigner who changes his/her passport within the period of residence permit is required to use first application page and then to be present on the appointment time and date at Provincial Directorate of Migration Management.

APPLICATION PROCESS

Applications for extension shall be made within sixty days prior to the expiration of the residence permit and, in any case, before the expiration of the residence permit.

In order to make the application, you have to fill out the residence permit application form completely. Please be sure that your document contents comply with your statements.

Application form of residence permit which shows application number and required documents is produced by the system after the application form has been filled out.

Moreover, “an application document for residence permit” shall be produced by the system for the foreigner who completes his/her application. A foreigner is granted to reside in the country legally with the application document for residence permit until the completion of residence permit procedures, but this document does not grant the right to enter into or exit from the country.

(!) If the foreigner wishes to enter into or exit from the country, it is required for him/her to arrive at Provincial Directorate of Migration Management in person and to have his/her application document for residence permit approved. The document, except for those specified as exempted from fee on the document, shall be carried together with the fee receipt for the entry into or exit from the country.

DATA ENTRY

You can apply for an extension of your residence permit type stated on your residence permit.

Expiry date of the residence permit is the starting date of the extension period that could be selected.

Extension period that could be requested may vary according to the duration of the passport and selected residence permit type.

Photo must be taken within the last 6-month (frontal, clear face, in a way that the foreigner can be recognized easily) with a white background and as biometric. It is absolutely required to upload the photo into the system in the course of application.

PAYMENT OF THE FEES

The amount of fees to be paid shall be calculated automatically by the system by taking into account the issues such as bilateral agreements, residence permit expiry date, the requested extension period, nationality information and marital status with the Turkish citizens.

Please pay separately for the residence permit fee and residence permit document cost, and ask for duplicate receipt.

You can make the payments of the residence permit fee and residence permit cost to the local departments of finance, provincial fiscal offices, or to the banks which have an agreement with the Ministry of Finance.

DELIVERING THE DOCUMENTS BY POST

After paying the residence permit fee and residence permit card fee, all required documents with the payment receipts (you keep one copy of the receipts) in a large A4 paper-sized envelope are required to be delivered via PTT (Turkish Post) certified mail service or cargo to the Provincial Directorate of Migration Management where you have applied.

The applicant is responsible for mismatch between the declared information and the information presented in the mailed documents as well as a failure to review the case due to any missing document (except for problems regarding postal service/cargo).

(!) If the foreigner wishes to make any change to the application after mailing the form and the documents, then the foreigner is required to make a request in person to the Provincial Directorate of Migration Management.

MISSING DOCUMENT PROCESS

You shall be given the complementary information and documents required during the application and you are required to submit those documents max. in 30 days.

If the documents are not completed in time, your application shall be removed and you shall be subject to the general provisions concerning visa and residence permit violations.

In case the application is submitted via the system but the documents do not reach Provincial Directorate of Migration Management in 30 days, the foreigners shall be informed through their e-mail addresses and they are required to submit their documents to the Provincial Directorate of Migration Management in 10 days at the latest. Otherwise, the application made via the system shall not be assessed.

ASSESSMENT PROCESS

The application shall be considered complete only when all documents and required information are delivered to the Provincial Directorate of Migration Management by mail. As of this date, the assessment period of the administration is 90 days.

The applications not coming from mail shall not be assessed.

If your assessment result is positive, your residence permit shall be issued by the Directorate General of Migration Management and shall be sent to your address you have stated.

If I renew my passport, do I need to get a new residence permit?

Residence permits are linked to a person’s identity, not to their specific passport.

Therefore, you do not need to update anything regarding your residence permit, even if your passport number changes. However, if your name changes on your renewed passport, you will need to take action to make sure these changes are also reflected on your residence permit.

If you have been suspended from SGK whilst waiting for your new Residence permit card, please see below:

For a SGK policy holder to remain fully insured whilst awaiting his/her residence permit, you may present your local SGK office with a stamped copy of your residence permit application form. (As pictured below)



(Please note: When you submit your extension application online, you will be given the option to download the above application form - Müracaat_Formu.pdf)

Alternatively when applying for a First Time application online you will not have the option to download the above form. Instead please obtain this document directly from the Migration department (this includes; Long Term Residence Permit, First time application for Short-term, Family Permit & Student permits) - The authorities will stamp this and it will be valid for up to one year.
(You may also use this document to exit Turkey whilst awaiting your residence permit card - allowing you a maximum of 15 days travel)

Please speak to the office administration department. For validity they must stamp the application form.

In April 2014 a new foreigners’ law
(Foreigners & International Protection Act - Law No. 6458) came into force.
Together with the introduction of the new law Migration Offices (Göç İdaresi)
were founded which took over the duties and responsibilities of the previous
foreigner departments of the Turkish police.

Migration Offices can be found in the capitals of every province (click here for a full list), but some provinces with a high population of foreigners (such as Istanbul, Aydın, Muğla, Antalya) also have Migration Offices attached to some of their district governorship (Kaymakamlık) – such as Fethiye and Bodrum in Muğla or Kaş, Kemer and Manavgat in Antalya. The Migration Offices are in charge of accepting applications for residence permits, controlling the application files and approving the residence permits. The permits are centrally issued in Ankara and dispatched by courier service (PTT Kargo) to the applicant’s address. Applications for residence permits have to be made online via the Migration Office’s website:

Who needs a residence permit?
If you are coming to Turkey on holiday you usually have a 90/180 day visa. (Please note; This will Depend upon your nationality and visa type, as some Visa's are given max. 20 or 30 days - sometimes less)
This allows you to stay in Turkey for a maximum of 90 days, out of a period of 180 consecutive days.  You can make as many trips as you like within those 180 days, providing you don't stay for more than 90 days in total. If you want to stay longer you have to apply for one of the residence permits listed below (depending on your situation)

There are also a couple of other reasons to obtain a residence permit, for example:
Anyone who purchases property in Turkey will need a residence permit to have utilities such as water, electricity or a telephone landline registered in their name.
You need a residence permit to have a car or motorbike registered in your name.
If your child is to attend an educational establishment in Turkey you must have resident’s status in order to register them.
A residence permit is necessary before you can clear any personal goods from Turkish customs.

Turkish Residence Permit

General requirements

If you want to apply for a residence permit you must have:

- A Turkish tax number (link)

- A passport which is valid 60 days beyond the required expiry date of your residence permit (exception: Long term residence permit)
- A recognised address (this can be tricky as the online page requires exact addresses as registered in the centralised address system and many house owners do not even know their correct address. If unsure, you can obtain your address from the municipal numarataj servisi by providing the title deed registration details.

Proof of residence, either through

- Your own title deed or

- A notarized copy of your original tenancy agreement (in Turkish language) or

- A letter of undertaking (taahhütname) issued by a notary and signed by someone who undertakes to accept you as his/her guest for the length of your intended residency. (Such letters are usually not accepted for periods longer than one year) or

- A confirmation letter, reservation or invoice from hotel/pension/apart showing the period of time you will stay for

- Health insurance that will cover you for the length of your intended stay.

- Health insurance is mandatory for all applicants between 18 and 65 years of age. Accepted types of health insurance are:

- Turkish private health insurance covering basic requirements as laid down in circular no. 9 dated 06.06.2014. The policy must contain the following wording "This policy covers the minimum coverage stipulated in the circular no 9, dated 06/06/2014, on private health insurance required to be taken out for residence permit applications."

Important: Foreign private insurance policies – as comprehensive as they may be – are not accepted!

- Insurance based on bilateral social security agreements (the related proof of insurance must be obtained from the local SGK office) Turkish General Health Insurance (Genel Sağlık Sigortası or SGK) You must present a document showing that you are affiliated with or have signed up for SGK.

- Sufficient means to support yourself during the intended period of residency (you are not allowed to work with a residence permit) Accepted proofs of assets are;

Original bank statements from a Turkish bank signed and stamped by an authorised bank official. The account(s) must be in your name. Translated and notarized pension statements

The amount considered as sufficient per person is equivalent of the Turkish minimum wage (1.500 TL in 2017). So as an example: if you apply for one year you must dispose of 12 x 1.500 TL = 18.000 TL and this amount must appear on your account.

Note: You have to declare your financial status in the online application form but you may not be asked for proof of income/assets when you apply for a short term residence permit. It is up to the officer to decide whether he/she wants to see supportive documents.

Four biometric (5x6cm) photos taken within the last 6 months.

Involved cost

Every applicant will have to pay an administration fee for the residency card (63 TL in 2017)

Most applicants will have to pay a residency tax. The amount depends on nationality, requested permit type and duration. (link to fees)

Important: Nationals of countries who enter Turkey without a visa (such as Belgium, Germany, France, Switzerland a.o.) are liable to a so-called single entry visa fee (tek giriş vize harcı) when they first apply for a residence permit (not for extensions). This fee amounts to 400,80 TL in 2017.

Important notes for first-time applicants
Even though Law No. 6458 provides that first-time applications must be made to Turkish consulates in the applicant’s country of origin in practice this rule is not applied for the time being. The application is made to the İl Göç İdaresi Müdürlüğü of the province where the applicant intends to reside.

As soon as the online application is made and an appointment fixed, your stay in Turkey is legal, even though you have not yet submitted your file. However, you cannot leave the country in the timespan between application and appointment if your 90 days already expired.

After having attended the appointment and before having received your residence permit card you may leave the country for a maximum of 14 days. The Migration Office issues a so-called Müracaat Belgesi which certifies that your application for a residence permit has been accepted. This document must be shown at the passport control.

You cannot apply for a residence permit after your 90 day tourist visa has expired. You must leave the country (and possibly pay a fine for overstaying). You may then immediately return to Turkey if you sign a declaration at the border police that you will apply for residency within the following 10 days.
